(1) The chief district officer of the concerned district shall have the authority to initiate and dispose of complaints under this Act.
(2) Notwithstanding anything contained in sub-section (1), the chief secretary of the respective province shall have the authority to process and dispose of the complaint against the Chief District Officer.
